Tajikistani infrastructure and capacity cooperation projects
Since its inception, the B&R Initiative has been well received and widely supported by more and more countries covered by it. The 7th IIICF has invited Sherali Ganjalzoda, Minister of Transport of Tajikistan to set out the latest infrastructure plans and capacity cooperation projects of their own countries to investors and contractors in terms of strategic planning, industry tie-in, investment policies, and other dimensions, thus effectively interfacing project owners with investors and contractors.
Ministry of Transport of the Republic of Tajikistan carries out its activities on the basis of prospective and constructive policy of the Government of Tajikistan and the President, Leader of the Nation, His Excellency Emomali Rahmon in implementing of one of the strategic objectives of socio-economic development of the country - the transformation of the Republic of Tajikistan into a transit country
Tajikistan's territory since ancient times ran along the important historical routes of the Great Silk Road connecting East and West. Despite the complexity of the mountainous terrain, the land of modern Tajikistan in antiquity and the middle ages served as a bridge between nations and entire civilizations.
Currently many countries, including Tajikistan and China are making efforts for the revival of the Great Silk Road as an important channel for international cooperation in the field of diplomacy, culture, science, trade, tourism, through the development of international transport corridors.
Ministry of Transport shall take all necessary measures to improve international transport corridors passing through the country (SHOW SLIDES 4, 5, 6, 7).
1) Central Asia Regional Economic Cooperation (CAREC No3, No5, No6С);
2) Asian Highways (АН-7, АН-65, АН-66);
3) Transport Corridor Europe-Caucasus-Asia (TRASECA);
4) Eurasian Economic Cooperation (EurAsEC).
For the purpose of the development of transport complex of the country, including the construction and complete reconstruction of road networks, construction of tunnels and bridges, the Government of the Republic of Tajikistan has involved investment at the amount of USD 1, 8 billion. As a result, have been built and rehabilitated more than 2,000 kilometers of roads, 31 km of tunnels, 240 bridges, 6 of which have regional importance, 3.4 km of galleries, 132 km of railways and building new Dushanbe airport passenger terminal. In the future, for the development of transport infrastructure is planned to attract about USD 7, 3 billion.
Currently, in order to attract foreign investment established close cooperation with international financial institutions and donor countries. Specific figures are shown on the current slides.
Cooperation in the transport sector with China dates back to 2006. The funding from China amounted USD 637, 3 million, out of which USD 602, 2 million allocated as credit and USD 35, 1 million as grants.
It should be noted that by financial support of China, rehabilitated a number of roads that have both local and regional importance, are built several tunnels.
It should be noted that the Chinese contracting companies take an active part in all tenders held in the transport sector of the country and in 90% of cases Chinese companies are awarded contracts. Using innovative technologies in construction Chinese companies allows to extend the service life of roads and structures, increases the level of road safety, reduces the time of construction and maintenance and reduces the cost of maintenance and repair of roads. In addition, the collaboration of Chinese and Tajik specialists provide knowledge exchange and mutual learning. It should be noted that the implementation of governmental investment projects in the field of transport have led to an increase in turnover, traveling time from one region to another was reduced from 10 hours to 4-5 hours.
During the implementation of projects, all necessary measures have been taken in respect of reducing the impact on the environment.
The density of the internal traffic of the country in 2015 as compared with 2010 has increased by 85%.
Rehabilitation of Dushanbe-Kulma-China border road, Dushanbe-Danghara section with construction of Khatlon (Chormaghzak) tunnel
The project for rehabilitation of Dushanbe-Kulma-China border road, Dushanbe-Danghara section with total length of 136 km has been completed in 2014. The total cost of the project amounted USD 256, 3 million, of which USD 243, 5 million has been financed by Eximbank of China and USD 12.8 million was contributed by the Government of Tajikistan.
Within the framework of the project have been implemented construction of Khatlon (Chormaghzak) tunnel with total length of 4,450 km.
Rehabilitation of Dushanbe-Chanak road, with construction of Shahristan tunnel
Rehabilitation of Dushanbe-Chanak road with total length of 335.9 km, get started in July 2006 and completed in August 2008. The total cost of the project amounted USD 304, 5 million, out of which USD 289, 7 million has been allocated in the form of credit by the Government of China. The share of the Government of Tajikistan amounted USD 14, 8 million.
Within the framework of this project has been implemented the construction of Shahristan tunnel with the total length of 5,253 km. Handing over commissioning took place in 2013 (SHOW SLIDES 15 and 16).
Construction of Ozodi (Shar-Shar) tunnel
Road tunnel of Ozodi (Shar-Shar) with total length of 2,250 km was commissioned in 2009. For the construction of tunnel has been allocated the amount of USD 32.9 million by the Government of China.
Construction of tunnel made it possible to significantly shorten the travel time from Dushanbe to Kulob.
Rehabilitation of Dushanbe – Kyrgyzstan border road (phase 1)
The project of Dushanbe – Kyrgyzstan border road rehabilitation (phase 1) has been implemented by the Chinese company “Sinohydro” at the period from 2005 to 2008. Total length of the road was 119 km. Totally for the rehabilitation of the road has been financed USD 23,6 million, of which USD 15,0 million was credit from ADB, USD 6,0 million – OPEC credit and USD 2,6 million – contribution of the Government of Tajikistan.
Rehabilitation of Dushanbe – Kyrgyzstan border road (phase 2)
Rehabilitation of Dushanbe – Kyrgyzstan border road (phase 2) with total length of 77,0 km had started in 2007 and ended in 2010. The total project cost was USD 68,0 million.
Rehabilitation of Dushanbe – Kyrgyzstan border road (phase 3)
Rehabilitation of Dushanbe – Kyrgyzstan border road (phase 3) with total length of 114 km has been completed in 2013. This project included rehabilitation of Nimich – Sayron and Sayron – Karamik sections. Total cost of the project was USD 76,5 million. Several Chinese contracting companies took part in implementation of the project .
Rehabilitation of Dushanbe – Tursunzade – Uzbekistan border road
Rehabilitation of Dushanbe – Tursunzade – Uzbekistan border road with total length of 57 km has been started in October 2011 within the framework of Grant Agreement between the Republic of Tajikistan and Asian Development Bank, the project road in September 2015 with participation of the President of Tajikistan Emomali Rahmon, Director of ADB Representation in Tajikistan Mr. C. C. Yu and other official guests were put into operation and now the project is at the stage of defects liability period.
It should be noted that in the framework of the project “Rerhabilitation of Dushanbe – Tursunzade – Uzbekistan border road” at the section of km 2,7 access road to Gissar town was laid stone-mastic asphaltic concrete with the thickness of 5 cm.
This experience first time was used in Tajikistan, and we would like to note that we intend to use this method in the course of implementation of new road projects in our country.
Rehabilitation of Ayni – Panjakent – Uzbekistan border road
Rehabilitation of Ayni – Panjakent – Uzbekistan border road with the length of 112,6 km has been started in November 2012 within the framework Grant Agreement between the Republic of Tajikistan and Asian Development Bank, in October 2015 with participation of the President of Tajikistan Emomali Rahmon, Director of ADB Representation in Tajikistan Mr. Xi Xi Yu and other official guests were put into operation.
The project is currently at the stage of defects liability period.
Within the framework of the Grant Agreement between the Republic of Tajikistan and Asian Development Bank in August 2013 was launched the project, which includes the reconstruction of the bridge across Sorbogh River and enhancement of Navobod – Rasht road.
Reconstruction of the bridge across Sorbogh River and enhancement of Navobod – Rasht road have been completed in December 2015 and adopted by the Commission and work is currently at the stage of defects liability period.
Currently, as part of the Grant Agreement between the Republic of Tajikistan and Asian Development Bank is implemented CAREC Coridors 3 and 5 Enhancement Project that includes reconstruction of Vose – Khovaling road with the length of 88 km, and asphalting of the second layer of Sayron – Karamik road with total length of 89 km.
Construction of railway line Dushanbe – Kurgan-tube, Vahdat – Yavan section
At the present, China Railway Construction Corporation, and its subsidiaries implement one of the most important for the country projects of the strategic nature – ?Construction of railway line Dushanbe – Kurgan-tube, Vahdat – Yavan section?, with total length of 40,7 km. Within the project is planned to construct 3 tunnels with the length of 3643 m and 5 bridges with the length of 582 m. Total cost of the project is USD 71,9 million.
Currently, tunneling works are completed and construction of bridges is continuous.
